SACRAMENTO – Governor Gavin Newsom today announced the following appointments:
Scott M. Dosick, 49, of Sacramento, has been appointed deputy director of the California Competes Tax Credit Program at the Governor’s Office of Business and Economic Development, where he has served as assistant deputy director since 2014. Dosick was owner at Capital Pathways LLC from 2005 to 2014. He was deputy chief of recycling and community outreach branch manager at the California Department of Conservation from 2000 to 2005. Dosick was project director at the U.S. Environmental Protection Agency from 1994 to 1999. He earned a Master of Public Administration degree from George Washington University. This position does not require Senate confirmation and the compensation is $129,864. Dosick is a Democrat.
Leticia Corona Gomez, 32, of Selma, has been appointed small business specialist in the Office of the Small Business Advocate at the Governor’s Office of Business and Economic Development. Corona Gomez has been global development and population fellow at the William and Flora Hewlett Foundation since 2017. She was a consultant at the American Civil Liberties Union of Northern California in 2017. Corona Gomez was director of community advocacy at the Leadership Counsel for Justice and Accountability from 2014 to 2016. She was a consultant at the Whitaker Peace and Development Initiative in 2014. Corona Gomez is a fellow for the RSF Social Finance’s Integrated Capital Institute. She is a board member of the University of California, Berkeley Chicano Latino Alumni Association and co-chair of the San Joaquin Valley Chapter. She is executive board vice-president of the Community Assistance Foundation for Empowerment. Corona Gomez earned a Master of Arts degree in international relations from the University of San Diego. This position does not require Senate confirmation and the compensation is $105,000. Corona Gomez is a Democrat.
Van T. Nguyen, 47, of West Sacramento, has been appointed deputy director of legal affairs in the Governor’s Office of Business and Economic Development, where he has served as attorney III since 2015. He was hearing officer at the State Personnel Board from 2010 to 2015. Nguyen was senior counsel at Gordon and Rees LLP from 2006 to 2009. He was a senior associate at Filice Brown Eassa and McLeod from 2000 to 2006. Nguyen earned a Juris Doctor degree from the University of California, Davis School of Law. This position does not require Senate confirmation and the compensation is $151,512. Nguyen is a Democrat.
Jonathan Nunez, 33, of Tigard, OR, has been appointed California cyber security integration center commander at the Governor’s Office of Emergency Services. Nunez was director of cyber advisory services at Dark Matter LLC in 2019. He was senior manager of cyber risk services at Deloitte from 2017 to 2019. Nunez was security managing consultant for Accenture from 2015 to 2017, IT SOC advisor at CVS Health from 2014 to 2015 and lead data scientist at Booz Allen Hamilton from 2010 to 2014. He was a network intelligence analyst for the U.S. Air Force from 2004 to 2010. Nunez is a member of EC-Council ECIH Global Advisory Board. This position does not require Senate confirmation and the compensation is $160,008. Nunez is a Democrat.
Susan Fanelli, 57, of Orangevale, has been reappointed chief deputy director of policy and programs at the California Department of Public Health, where she has served in that position since 2018. Fanelli was acting director at the California Department of Public Health in 2019, where she has held several positions since 2004, including associate director, deputy director and assistant deputy director of the Emergency Preparedness Office, and chief of the program support section of the Emergency Preparedness Office. Fanelli held several positions at the California Department of Health Services from 2002 to 2004, including staff service analyst and associate governmental program analyst. She was director of information services at the Institute for Fiduciary Education from 1996 to 2001. Fanelli earned a Master of Arts degree in political science from the University of California, Davis. Fanelli was confirmed to this position by the Senate in 2019 and the compensation is $186,384. Fanelli is a Republican.
Jayanth V. Kumar, 66, of Sacramento, has been reappointed California state dental director at the California Department of Public Health, where he has served in that position since 2015. Kumar held several positions at the New York State Department of Health from 1980 to 2015, including director for the Bureau of Dental Health, assistant director and dental public health epidemiologist. Kumar was an associate professor for the School of Public Health and New York state dental public health residency program director at the University of Albany from 1990 to 2015. He was a practicing dentist from 1980 to 2008. He is a diplomate of the American Board of Dental Public Health. He earned a Master of Public Health degree from the Johns Hopkins University School of Public Health and a Doctor of Dentistry degree from Bangalore University. This position does not require Senate confirmation and the compensation is $172,956. Kumar is registered without party preference.
Erica S. Pan, 49, of Oakland, has been appointed deputy director for the Center for Infectious Diseases and California State Epidemiologist at the California Department of Public Health. Pan has served as interim health officer and director of the Division of Communicable Disease Control and Prevention at the Alameda County Public Health Department since 2011. She was director of public health emergency preparedness and response at the San Francisco Department of Public Health in 2011. Pan was director of the Bioterrorism and Infectious Disease Emergencies Unit at the San Francisco Department of Public Health from 2004 to 2010. She was a medical epidemiologist trainee at the San Francisco Department of Public Health from 2003 to 2004. Pan earned a Doctor of Medicine degree and a Master of Public Health degree from the Tufts University School of Medicine. This position does not require Senate confirmation and the compensation is $250,008. Pan is a Democrat.
Chevon R. Kothari, 48, of Mariposa, has been appointed chief deputy director at the California Department of Social Services. Kothari has served as director at the Mariposa County Health and Human Services Agency since 2018. She was director at the Mariposa County Human Services Department from 2014 to 2018. Kothari was principal consultant and owner at Capacity Consulting from 2008 to 2014. She was executive director at the Alliance for Community Transformations from 2010 to 2014. Kothari was executive director at Mountain Crisis Services Inc. from 2003 to 2008. She was prevention services supervisor at the Tulare County Health and Human Services Agency from 2001 to 2003. Kothari was a mental health specialist II at Benton County Mental Health from 1999 to 2001 and a mental health associate there from 1997 to 1999. Kothari earned a Master of Social Work degree in policy, planning and administration from the University of Illinois at Urbana-Champaign. This position requires Senate confirmation and the compensation is $170,400. Kothari is a Democrat.
Bret H. Ladine, 39, of Sacramento, has been appointed general counsel at the Department of Business Oversight, where he has served as acting general counsel since 2019 and has been assistant general counsel since 2016. He was media relations director at the American Lung Association in California from 2016 to 2018, communications director at Blanning and Baker Associates from 2009 to 2016 and news producer at KCRA-TV from 2001 to 2009.
