The Economic Opportunity Act of 1964 – a historic piece of U.S. legislation developed under the direction of my father-in-law, Sargent Shriver – helped create Community Action Agencies (CAAs). These agencies provide innovative and cost-effective programs to families and individuals with low income to help them meet their most pressing needs and gain self sufficiency.
The Department of Community Services and Development (CSD) distributes California's share of federal Community Service Block Grant funds to CAAs and other community-based organizations. In 2008, CSD will distribute more than $55 million to these agencies to provide services such as job training, employment assistance, housing, health care and nutritional needs to more than 3 million individuals with low incomes.
In addition to these resources, my wife and California's First Lady, Maria Shriver, has been leading the charge to connect working families and individuals to money, opportunity and dreams through WE Connect. This fantastic campaign, along with my recent establishment of the nation's first Cabinet-level position for service and volunteering, mean that California is leading the way in providing opportunities for those in need and those who want to serve.
Community Action Month serves as a reminder that we must continue to wage the war against poverty to ensure our fellow Californians have the resources they need to live with dignity and build brighter futures. May will be filled with a variety of special events and ceremonies highlighting success stories, partnerships, volunteers and program participants.
I join all Californians in expressing gratitude for the individuals and agencies throughout our state that support those in need, and I encourage everyone to take actions to help others and improve lives.
NOW, THEREFORE, I, ARNOLD SCHWARZENEGGER, Governor of the State of California, do hereby proclaim May 2008, as "Community Action Month."
