California is home to the most talented workers in the world, and their innovative skills are crucial to our economy. Every year, however, far too many job-related injuries and fatalities occur. These fallen workers have demonstrated great courage and commitment to their profession. Their deaths are tragedies, and we must always make workplace safety a top priority.
Protecting our workers has always been important to California. In 1911, the first Industrial Accident Board was formed to regulate proper health and safety conditions in the workplace. Additionally in 1973, Cal/OSHA was established and has since implemented many programs to improve occupational safety. We have also made great efforts to team up with businesses to promote a safe and healthy work environment.
On Workers’ Memorial Day, we take time to remember our workers who lost their lives while on the job. They made essential contributions to our Golden State, and I urge all Californians to join me in commemorating their dedication and sacrifice.
NOW, THEREFORE, I, ARNOLD SCHWARZENEGGER, Governor of the State of California, do hereby proclaim April 28, 2008 as "Workers' Memorial Day."

IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of California to be affixed this 25th day of April 2008.
ARNOLD SCHWARZENEGGER
Governor of California
