October 23-31, 2007, as "Red Ribbon Week"

PROCLAMATION

by the

Governor of the State of California

In February 1985, Enrique S. Camarena, a Drug Enforcement Agency special agent and father of three sons, was brutally tortured and murdered while working to infiltrate and bring down a drug cartel in Guadalajara, Mexico.   The killing of such a dedicated public servant in the war against illicit drug use sparked an outrage and prompted thousands of Americans to express their vehemence that the drug trade was unacceptable.

Camarena’s ultimate sacrifice became a major turning point in our country’s war on drugs. His killing sparked an unprecedented investigation by the DEA and resulted in the largest anti-drug campaign in our nation’s history. In 1986, President Ronald Reagan and First Lady Nancy Reagan chaired the first Red Ribbon Week events to honor Camarena’s life and service and bring greater awareness to the disastrous and deadly effects of illegal drugs. Every year since then, Americans around the country have organized public events to educate and teach our young people about the devastating effects of drug addictions and the deadly narcotics trade industry.

Enrique Camarena Jr., Camarena’s eldest son and a dedicated San Diego prosecutor, participates every year in Red Ribbon Week events to share his father’s legacy with thousands of children. This week, I encourage all Californians to join him and his family in participating in Red Ribbon Week events that bring communities, families and citizens together to make a stand against drugs. Let us all commemorate Camarena’s valiant crusade against drug abuse each and every year and continue to teach our children to say “yes” to a healthy, drug-free life.

NOW, THEREFORE, I, ARNOLD SCHWARZENEGGER, Governor of the State of California, do hereby proclaim October 23-31, 2007, as “Red Ribbon Week.”

IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of California to be affixed this 10th day of October 2007.
