Governor Schwarzenegger Announces Appointments
Governor Arnold Schwarzenegger today announced the following appointments:
Ray Bianchi, 60, of Los Molinos, has been appointed to the Tehama District Fair Board (30th District Agricultural Association). Bianchi has owned Bianchi Orchards since 1976 and served as career technical education regional occupational program consultant for the Tehama County Department of Education since 2007. He was also an agriculture teacher for Los Molinos High School from 1976 to 2007. Bianchi is a member of the California Agriculture Teachers Association, the California Teachers Association and the Tehama County Farm Bureau. This position does not require Senate confirmation and there is no salary. Bianchi is a Democrat.
Cindy Brown, 55, of Red Bluff, has been appointed to the Tehama District Fair Board (30th District Agricultural Association). Brown has served on the Tehama District Fair Board since 2005. Brown has worked as vice president and relationship manager for Butte Community Bank since 2004. Previously, she was assistant vice president and customer service manager for Mid Valley Bank from 1996 to 2004, assistant vice president and branch manager for First Interstate Bank from 1994 to 1996 and assistant vice president and branch manager for Sacramento Savings Bank from 1979 to 1994. Brown is a board member of the Salvation Army, the Sacramento River Discovery Center and the noon club of the Red Bluff Rotary. Also, she is chief financial officer for the Red Bluff Chamber of Commerce. This position does not require Senate confirmation and there is no salary. Brown is registered decline-to-state.
Farrell Shatswell, 73, of Red Bluff, has been appointed to the Tehama District Fair Board (30th District Agricultural Association). Shatswell has served on the Tehama District Fair Board since 2003. From 1990 to 2003, Shatswell served as a part time deputy sheriff for the Contra Costa County Sheriff's Office. He worked as a deputy sheriff for the Contra Costa County Sheriff's Office beginning in 1960 and retired from full-time work as a sergeant in 1990. Shatswell is a past member of the Rodeo Cowboys Association. This position does not require Senate confirmation and there is no salary. Shatswell is a Republican.
Elizabeth Siggins, 37, of Sacramento, has been appointed senior policy advisor for the California Department of Corrections and Rehabilitation. Since October 2007, she has served as the policy director in the Office of the Inspector General. Prior to that, she was the principal consultant for the California State Senate Rules Committee. From 2004 to 2007, Siggins served as the chief of juvenile justice policy at the California Department of Corrections and Rehabilitation. She was the executive director of City Youth Now in San Francisco from 2003 to 2004 and has extensive experience working with state and local agencies on criminal and juvenile justice issues. This position does not require Senate confirmation and the compensation is $141,720. Siggins is registered as decline-to-state.
