Scully:
Hello, this is
Sacramento County District Attorney Jan Scully, filling in for Governor Arnold
Schwarzenegger with another California Report.
I've spent my
entire legal career working to lock up criminals and protect our communities
from vicious predators.
From Three
Strikes to, expanded DNA capability to Jessica's Law, the Governor has been a
great partner with law enforcement in these important
efforts.
But like my
fellow district attorneys across the state, I am concerned about the impact
proposed state budget cuts could have on public
safety.
During budget
negotiations, all my California public safety colleagues and I will
work with the legislature and the Governor to make sure law enforcement funding
is made a priority.
But I stand
firmly behind the Governor in his crusade for comprehensive budget
reform.
I was elected
district attorney almost 14 years ago, and I have experienced firsthand the
extreme highs and lows of California's budget
system.
As the Governor
says, it's like a roller-coaster ride, where people have to hold on for dear
life.
We should not
have to worry from year to year whether prisoners will be released early,
whether we'll have to lay off prosecutors, or make cuts in our crime labs, where
we examine DNA and other criminal evidence, because of a sudden drop in
funding.
All of us in
local public safety agencies face our own local budget challenges. All the more
reason we need stability and predictability from the state
budget.
Under the
Governor's proposed constitutional amendment on budget reform, the state would
create a rainy day fund.
When the economy
booms, some of the excess revenue would be set aside to help cover shortfalls
when the economy slows.
That would allow
public safety to keep moving steadily forward, never
backward.
With budget
stability and predictability, we would be able to effectively and confidently
plan for the future and continue to implement long-term strategies to attack
gangs, sexual predators and other public safety threats.
His proposal
would also enhance the ability of the Governor and the legislature to make
mid-year adjustments if a deficit begins to develop; so cuts would be moderate,
rather than severe.
If the budget
system isn't reformed now, communities like Sacramento will find themselves in this same
type of crisis 3, 4, 5 years down the road.
This is the year
to finally make it happen. The year to break the status quo. This is the year to
fix the state budget system once and for all.

Como dice
el Gobernador, es como un viaje en una montaña rusa, donde la gente se detiene
para salvar sus vidas.
No
deberíamos de estar preocupándonos año tras año por si liberaremos a los reos
con anticipación; por si tendremos que despedir a procuradores, o hacer recortes
en nuestros laboratorios, en donde examinamos el ADN y otras evidencias
criminales, por causa de una caída imprevista en el
financiamiento.
Todos
nosotros en las agencias locales de seguridad pública enfrentamos nuestros
propios retos presupuestarios; otra razón por la cual necesitamos estabilidad y
previsibilidad del presupuestario Estatal.
Bajo la
enmienda constitucional para una reforma al sistema presupuestario del
Gobernador, el Estado crearía un Fondo de Reserva.
Cuando la
economía está prosperando, algunos ingresos excesivos serían colocados para
ayudar con el déficit cuando la economía no está prosperando.
Eso
permitiría a la seguridad pública en seguir progresando hacia adelante, y nunca
hacia atrás.
Con un
presupuesto estable y previsible, podríamos efectivamente y confiadamente
planear para el futuro y continuar implementando estrategias de largo plazo,
para luchar en contra de las pandillas, depredadores sexuales, y otras amenazas
a la seguridad pública.
Su
propuesta también aumentaría la habilidad del Gobernador y de la Legislatura en
hacer modificaciones a mediados de año, si un déficit empieza a desarrollarse;
para que los recortes sean moderados en vez de severos.
Si el
sistema presupuestario no es reformado ahora, comunidades como la ciudad de
Sacramento se encontrarían en este mismo tipo de crisis 3,4, o 5 años
después.
Este es
el año para finalmente lograrlo. Este es el año para cambiar el statu quo. Este
es el año para mejorar el sistema presupuestario Estatal una vez por
todas.
