Governor Schwarzenegger Announces Appointments

Jeffrey Danzinger, 47, of Fair Oaks, has been appointed advisor to the Integrated Waste Management Board. He has served as member of the board since 2006. From 2003 to 2006, Danzinger was deputy communications director and chief speechwriter for Governor Arnold Schwarzenegger. Prior to that, he was a senior communications consultant in the California State Assembly in 2003 and an advisor and deputy advisor with the Integrated Waste Management Board from 1991 to 2000. Danzinger is an officer in the Navy Reserve and was recalled to active duty from October 2001 to June 2002. This position does not require Senate confirmation and the compensation is $103,603. Danzinger is a Republican.

Daniel Dooley, 57, of Sacramento, has been appointed to the California State Board of Food and Agriculture. He has served as vice president of agriculture and natural resources for the University of California Office of the President since January 2008. Prior to that, Dooley was a managing partner of Dooley Farms from 1980 to 2002 and founder and partner of Dooley, Herr & Peltzer from 1993 to 2007. From 1989 to 1993, he was an associate and partner for Kahn, Soares & Conway and, from 1977 to 1980, was chief deputy director of the California Department of Food and Agriculture. Dooley is a member of the National Academy of Sciences Board on Agriculture and Natural Resources and a member of the board of trustees of the Farm Foundation.  He is past chair of the UC President's Advisory Commission on Agriculture and Natural Resources and the UC Agricultural Issues Center's Advisory Board.  This position does not require Senate confirmation and there is no salary. Dooley is a Democrat.

Karnig Kazarian, 26, of Sacramento, has been appointed assistant secretary of economic development - special projects for the Business, Transportation & Housing Agency. Most recently, he served as special assistant to the chief of staff in the Office of Governor Arnold Schwarzenegger from 2006 to January 2008. In 2005, Kazarian was a constituent affairs representative in the Office of Governor Arnold Schwarzenegger and, from 2004 to 2005, was a Coro fellow. Earlier in 2004, he was an intern for U.S. Congressmember George Radanovich and, in 2003, was an intern for U.S. Congressmember Cal Dooley. Kazarian earned a Bachelor of Science degree in agribusiness from California Polytechnic State University, San Luis Obispo. This position does not require Senate confirmation and the compensation is $83,064. Kazarian is a Republican.

Carl Larson, 71, of Folsom, has been appointed director of the Division of Planning, Acquisition and Design (DPAD) for the California Department of Corrections and Rehabilitation (CDCR). Since 2007, he has been acting director of DPAD and, from 2006 to February 2008, was a consultant for CDCR. From 2004 to 2006, Larson was a consent decree remediation project director at the California Youth Authority and, from 2001 to 2003, was facility director at the Claremont Custody Center. From 2000 to 2001, he co-chaired a work group to facilitate management reviews and program audits of designated CDCR institutions and, in 1999, was acting warden at Salinas Valley State Prison. In 1998, Larson was special assistant to the warden at High Desert State Prison and, from 1994 to 1997, was co-chair of the CDCR Program and Staffing Standardization Task Force. From 1991 to 1993, he was regional administrator for the CDCR Institutions Division, Northern Region and, from 1983 to 1991, was design and program planning warden for the Design and Activation Branch for headquarters. In 1982, Larson held various positions including project director to develop the CDCR Inmate Work Training Program and acting superintendent at California Medical Facility. From 1980 to 1981, he was deputy warden at San Quentin State Prison. Larson has almost 50 years of correctional experience having started his career with CDCR as a correctional officer at San Quentin in 1960. This position does not require Senate confirmation and the compensation is $140,004. Larson is registered decline-to-state.

Marko Mlikotin, 42, of Folsom, has been appointed to the California Exposition and State Fair Board of Directors.  He has served on the board of directors since 2004. Mlikotin has served as president of River City Communications since 2004. From 1998 to 2004, he was chief of staff for Congressmember Doug Ose and, from 1997 to 1998, served as his campaign manager. Prior to that, Mlikotin served as deputy appointments secretary for Governor Pete Wilson from 1994 to 1997, deputy political director for Pete Wilson for Governor Committee from 1993 to 1994 and executive director for Citizens for California's Future from 1992 to 1993. He is a member of the Sacramento Metro Chamber of Commerce and the Folsom Chamber of Commerce. This position requires Senate confirmation and there is no salary. Mlikotin is a Republican.

Rosalie Mulé, 50, of Encinitas, has been appointed to the California Integrated Waste Management Board. She has served on the board since 2004.  From 2003 to 2004, Mulé served as director of municipal marketing for Waste Management of the Inland Empire. From 2001 to 2003, she was government affairs and municipal marketing director for Waste Management Incorporated of Florida and, from 1998 to 2001, was municipal marketing manager for Waste Management's Southwest Florida Division. From 1995 to 1998, Mulé was municipal marketing manager for Browning-Ferris Industries Southwest Florida Division and, from 1990 to 1995, was recycling and community affairs manager for Browning-Ferris Industries Hawaii Division. Prior to that, she was a recycling program manager for the San Diego Ecology Center from 1988 to 1990. This position requires Senate confirmation and the compensation is $132,179. Mulé is a Republican.  

Kathleen Nakase, 60, of Huntington Beach, has been appointed to the California Exposition and State Fair Board of Directors. She has served on the board of directors since 2004. Nakase has served as executive director of the Orange County Farm Bureau and has also served as managing consultant for the Centennial Farm Foundation since 1994. From 1988 to 1993, she served as executive vice president of Master Tag West and, from 1982 to 1988, was president and owner of NLC Plastic Graphics, Incorporated. Prior to that, Nakase was assistant director and marketing analyst for Southwest Regional Training Center from 1980 to 1982. From 1974 to 1980, she was a teacher at La Habra High School and, from 1970 to 1974, was a teacher at Bassett High School. Nakase is a member of the Japanese American National Museum and a past board member of the Orange County Harvest. This position requires Senate confirmation and there is no salary. Nakase is a Democrat.

Amparo Perez-Cook, 57, of Davis, has been appointed to the California Exposition and State Fair Board of Directors. She has served on the board of directors since 2004. Since January 2008, Perez-Cook has been vice president and general manager of TV and radio for the Modesto properties of Bustos Media. From 2004 to 2008, she served as vice president and general manager of the Sacramento properties of Bustos Media and, from 1999 to 2004, was principal and general manager of Aztec Media Incorporated. From 1997 to 1999, Perez-Cook was general manager of the Sacramento properties of 2 Spanish Network and, from 1995 to 1997, was station manager for Silverado Broadcasting. Prior to that, she was an account manager at Fuller Jeffrey's Broadcasting Corporation from 1987 to 1995 and a mental health worker at Serendipity Diagnostic and Treatment Center from 1980 to 1987. Perez-Cook is a member of the American Women in Radio & Television and a trustee of the Leukemia & Lymphoma Society. She is a past member of the California Highway Patrol Advisory Group and the Sacramento Millennium Lions Club and a past board member of the Stanford Home for Children. This position requires Senate confirmation and there is no salary. Perez-Cook is a Democrat.

David Wehner, 58, of San Luis Obispo, has been appointed to the California State Board of Food and Agriculture. He has served at California State Polytechnic University, San Luis Obispo since 1994 in various positions including current dean of the college of agriculture, food and environmental sciences since 2002, interim dean from 2001 to 2002, associate dean from 1997 to 2001, interim assistant dean from 1996 to 1997 and head of the environmental horticultural science department and professor of turfgrass science from 1994 to 1997. Prior to that, Wehner was associate professor in the department of horticulture for the University of Illinois at Urbana-Champaign, assistant professor of horticulture from 1980 to 1985 and assistant professor of the department of agronomy at the University of Maryland from 1977 to 1980. He is a member of the Crop Science Society of America, American Society of Agronomy, North American Colleges and Teachers of Agriculture and the Golf Course Superintendents Association of America. This position does not require Senate confirmation and there is no salary. Wehner is registered decline-to-state.
