Governor Schwarzenegger Announces Appointments

Governor Arnold Schwarzenegger today announced the following appointments:

Alejandro Arredondo, O.D., 46, of Brea, has been appointed to the State Board of Optometry. Since 1988, he has served as an optometrist in private practice. Arredondo previously served as an optometrist intern for the Veterans Administration Outpatient Clinic and the Optometric Center of Los Angeles in 1987. Prior to that, he served as an optometrist intern at the Silas B. Hayes Army Community Hospital Optometry Clinic from 1986 to 1987. Arredondo is a member of the California Optometric Association, the American Optometric Association and the Rio Hondo Optometric Society. This position does not require Senate confirmation and the compensation is $100 per diem. Arredondo is a Republican.

Raneene Belisle, 52, of Mount Aukum, has been appointed special assistant to the director for the Department of Finance. Since 2004, she has served as general counsel for the Sacramento County Office of Education. From 2003 to 2004, Belisle was executive director of the State Board of Education. Previously, she served as associate general counsel II for the Los Angeles Unified School District from 2002 to 2003 and was chief counsel for the California State Board of Education from 1997 to 2002. Prior to that, Belisle served as a consultant to Assemblymember Ted Lempert in 1997. She serves as chair of the State Board of Education Advisory Commission on Charter Schools and is a member of the California State University Early Assessment Program Advisory Committee. Belisle earned a Juris Doctorate degree from McGeorge School of Law and a Bachelor of Arts degree from the University of California, Davis. This position does not require Senate confirmation and the compensation is $120,000. Belisle is registered decline-to-state.

Martha Burnett-Collins, O.D., 50, of Elk Grove, has been appointed to the State Board of Optometry. She has served as an optometrist for Kaiser Permanente since 1986 and has held the same position for the U.S. Air Force Reserves since 1989. Burnett-Collins is a member of the Military Officers Association of America and the National Optometric Association. This position does not require Senate confirmation and the compensation is $100 per diem. Burnett-Collins is a Democrat.

Anthony Eggert, 35, of Washington, D.C., has been appointed advisor for science and technology policy for the California Air Resources Board. He has served as advisor on energy policy to the Office of Federal Governmental Relations for the University of California Office of the President since April 2007. From 2002 to 2006, Eggert was an associate research director for the University of California, Davis Institute of Transportation Studies. Prior to that, he was a project engineer then manager for the Ford Motor Company California Fuel Cell Partnership from 1996 to 2002. Eggert earned a Master of Science degree from the University of California, Davis and a Bachelor of Science degree from the University of Wisconsin, Madison. This position does not require Senate confirmation and the compensation is $119,616. Eggert is registered decline-to-state.

Lee Goldstein, O.D., 64, of Three Rivers, has been appointed to the State Board of Optometry. He was an optometrist in private practice for 41 years before retiring in 2006. Goldstein is a member of the California Optometric Association and the American Optometric Association. This position does not require Senate confirmation and the compensation is $100 per diem. Goldstein is a Democrat.

September Hargrove, 23, of Sacramento, has been appointed legislative specialist for the State Council on Developmental Disabilities. She has served as a residential counselor for the Sacramento Children’s Home serving foster children since 2006. In 2006, Hargrove also served as a Senate fellow for California Senator Elaine Alquist’s Office and a public policy affairs fellow at Carnegie Mellon University. This position does not require Senate confirmation and the compensation is $60,000. Hargrove is registered decline-to-state.

Ronald Kicinski, 54, of Ridgecrest, has been appointed to the Desert Empire Fair Board of Directors (53rd District Agricultural Association). Since 1997, he has served as chief financial officer for TOSS Incorporated. Additionally, Kicinski has co-owned ServiceMaster of Indian Wells Valley since 2001. He previously was maintenance manager for the North American Chemical Company from 1987 to 1997 and a project engineer for Conoco from 1979 to 1986. Kicinski currently serves on the National Health Services Advisory Board and is past president of the Ridgecrest Chamber of Commerce Board of Directors, where he still serves as a member. This position does not require Senate confirmation and there is no salary. Kicinski is a Republican.

Kenneth Lawenda, O.D., 61, of West Hollywood, has been appointed to the State Board of Optometry. He has served as an optometrist in private practice since 1970 and chief of optometry for the Cedar Sinai Medical Center since 2001. Lawenda is a member of the Los Angeles County Optometric Society, past president of the California Optometric Association and the American Optometric Association. This position does not require Senate confirmation and the compensation is $100 per diem. Lawenda is a Republican.

Fred Naranjo, 51, of San Francisco, has been appointed to the State Board of Optometry. He has served on the board since 2003. Naranjo has served as president of the Scarborough Insurance Agency since 1987. He is a member of the Bayview Opera House, St. Mary’s College Board of Regents the Mission Language and Vocational School Advisory Committee. This position does not require Senate Confirmation and the compensation is $100 per diem. Naranjo is a Democrat.

Elizabeth Richardson, 49, of Huntington Beach, has been appointed special assistant inspector general in the Bureau of Independent Review for the Office of the Inspector General. She has served as a deputy commissioner on the Board of Parole Hearings since 1997. Previously, Richardson served as a deputy city attorney for the Long Beach City Attorney’s Office from 1995 to 1997 and an associate in the law firm Grancell, Lebovitz, Stander, Marx & Barnes from 1991 to 1995. Prior to that, she was a law clerk for Hong & Chang Law Offices from 1989 to 1990 and an administrative hearing officer at the Los Angeles International Airport in 1990. This position does not require Senate confirmation and the compensation is $118,000. Richardson is an American Independent.

Emil Rodolfa, Ph.D., 54, of Winters, has been appointed to the State Board of Psychology. Since 2002, he has served as director of counseling and psychological services at the University of California, Davis. Rodolfa served as associate director from 1993 to 2001 and training director from 1988 to 1992 at the University of California, Davis Counseling Center. Prior to that, he was clinical director from 1985 to 1988 and a psychologist and training director from 1981 to 1985 at the Humboldt State University Counseling Center. Rodolfa is a member of the Organization of Counseling Center Directors of Higher Education and the American Psychological Association. Additionally, he is past chair of the Association of Psychology Postdoctoral and Internship Centers. This position does not require Senate confirmation and the compensation is $100 per diem. Rodolfa is a Republican.

Stanley Weisser, 66, of Redlands, has been appointed to the State Board of Pharmacy. Since March 2007, he has served as an associate clinical professor for the Loma Linda University School of Pharmacy. Before retiring, Weisser served as president and chief executive officer of Network Pharmaceuticals Incorporated from 1969 to 2000. He is a member of the California Pharmaceutical Association, Redlands Community Hospital Board of Trustees and University of Redlands Board of Trustees. Additionally, Weisser serves as a member and past chair of the Grove Charter High School Board of Trustees. This position does not require Senate confirmation and the compensation is $100 per diem. Weisser is a Republican.
