Governor Schwarzenegger Discusses Redistricting Reform in Weekly Radio Address

Governor Schwarzenegger:
Hi, this is Governor Arnold Schwarzenegger with another California Report.
This week, I want to tell you about what we are doing to give a stronger voice to voters in our state.
We are working to change the way California draws its congressional and legislative districts.
Right now, the home districts for our congressional and state representatives are drawn up by the state legislators themselves.
So instead of voters choosing their elected officials, the politicians are actually choosing their voters.
This system has created an astonishing lack of competition in our elections.
In the past three election cycles only four out of 459 seats up for grabs in California changed party hands.
As I said in my State of the State Address there was more turnover in the Hapsburg monarchy.
To fix all this, we must bring competition back to our political process.
Because nothing drives excellence like competition, whether it is among athletes, businesses or politicians.
By reforming the way districts are drawn, we can ensure that our elected officials are always working hard and competing for your vote.
That also means that policies will reflect where the majority of Californians are on issues like health care, education, infrastructure and so on.
Our reforms would restore Californians’ faith in their government by taking politics out of redistricting and turning it over to an independent citizens’ commission.
And people in both parties are working with us to reach a consensus that we can present to the voters on the February 2008 ballot.
Just this week, I met with former Governors Pete Wilson and Gray Davis on this very issue.
They belong to different political parties but they agree that competitive districts would benefit all Californians.
Redistricting reform will bring out the best in our elected leaders.

Hola, este es el Gobernador Arnold Schwarzenegger con otro informe de California.
Esta semana quiero contarles lo que estamos haciendo para dar una voz más fuerte a los votantes de nuestro Estado.
Estamos trabajando para cambiar la manera en que California diseña sus distritos para el Congreso y Legislativos.
Ahora, los distritos para nuestros representantes en el Congreso y Estatales son diseñados por los mismos legisladores.
Así que envés de que los votantes sean quienes escogen a sus oficiales electos, los políticos están escogiendo sus votantes.
Este sistema ha creado una increíble falta de competencia en nuestro sistema electoral.
Durante los tres últimos ciclos de elección, sólo cuatro de los 459 escaños disponibles para todos en California, cambiaron de partido.
Como dije en mi discurso anual del Estado, hubo más movimiento en la monarquía de Hapsburg.
Para arreglar todo esto, debemos volver la competición a nuestro proceso político.
Por que nada maneja mejor la excelencia que la competencia, sea entre atletas, empresas o entre políticos. Con la reforma de la manera en que los distritos están diseñados, podemos garantizar que nuestros oficiales electos siempre trabajen duro y que compitan por su voto.
