Governor Schwarzenegger Announces Appointments

Governor Arnold Schwarzenegger today announced the following appointments:

James Carson, 22, of Piedmont, has been appointed legislative analyst in the Governor’s Office of Planning and Research. He recently graduated from the University of California, Berkeley with a Bachelor of Arts degree in political science. Carson previously served as an intern for the U.S. Senate Republican Policy Committee. This position does not require Senate confirmation and the compensation is $36,504. Carson is a Republican.

H. William Foster, 35, of Folsom, has been appointed photographer in the Office of the Governor. He most recently owned William Foster Photography, where he worked as a freelance photographer from 1996 to 2006. Foster previously served as a contract employee for the Intel Corporation under Trinite Incorporated from 2004 to 2006. Prior to that, he served as a web developer and trainer for Intel Corporation from 2000 to 2003. This position does not require Senate confirmation and the compensation is $65,000. Foster is a Republican.

Amanda Fulkerson, 27, of Elk Grove, has been appointed associate deputy director of communications in the Office of the Governor. She most recently served as regional press secretary for Californians for Schwarzenegger 2006. Fulkerson previously served as a junior associate for the public affairs firm APCO Worldwide from 2005 to 2006. Prior to that, she was a public affairs assistant for the Department of Water Resources. This position does not require Senate confirmation and the compensation is $45,000. Fulkerson is a Republican.

Theodore Mitchell, 51, of Tustin, has been appointed to the State Board of Education. He has served as president and chief executive officer of the New Schools Venture Fund since 2005. Mitchell previously was president of Occidental College from 1999 to 2005 and vice chancellor of external affairs for the University of California, Los Angeles from 1997 to 1998. Prior to that, he held several other collegiate administrative positions at UCLA and Stanford University. Mitchell also serves as chair of the Governor’s Commission on Education Excellence. This position requires Senate confirmation and the compensation is $100 per diem. Mitchell is a Democrat.

Delette Olberg, 40, of Roseville, has been appointed chief deputy appointments secretary in the Office of the Governor. She most recently served as chief-of-staff for Assemblyman Sam Blakeslee and held the same position from 2004 to 2005. Olberg previously served as director of scheduling for the Office of Governor Schwarzenegger and was director of law and government affairs for AT&T. From 2002 to 2003, she served as director of member services and minority consultants for the Assembly Republican Caucus. From 2001 to 2002, Olberg was director of energy and technology for the California Manufactures and Technology Association. Prior to that, she served as chief-of-staff to Assemblywoman Lynn Daucher from 2000 to 2001 and Assemblyman Keith Olberg from 1995 to 2000. Her experience also includes five years as membership coordinator for the Chemical Industry Council of California. This appointment does not require Senate confirmation and the compensation is $118,000. Olberg is a Republican.

Monica Rea, 28, of San Marino, has been appointed assistant associate secretary of external affairs for the Health and Human Services Agency. She most recently served as deputy coalitions director for Californians for Schwarzenegger 2006. Rea previously was senior client manager and director of local fundraising for CL7 Communications from 2005 to 2006. Prior to that, she was a congressional intern in the Washington D.C. Office of Congressman Edward Royce and then a constituent affairs representative in the California Office of Congressman Royce from 2003 to 2005. This position does not require Senate confirmation and the compensation is $57,600. Rea is a Republican.

Richard Rubin, 66, of Mill Valley, has been appointed to the California Workforce Investment Board. He has served as president of the San Francisco based public affairs and business development consulting firm, Richard A. Rubin Associates, since 1983. Rubin previously served as director of marketing and strategic planning for the transportation company, A.C. Transit in 1982 and director of public relations and public affairs for J.Walter Thompson from 1977 to 1980. Prior to that, he was director of the Navajo Nation Office of Congressional Affairs from 1973 to 1975. Rubin currently serves as president-elect of the Berkeley Repertory Theatre and president of San Francisco Self Help for the Elderly. He is also a member of the California State Bar Board of Governors. This position does not require Senate confirmation and the compensation is $100 per diem. Rubin is a Democrat.

H.E. Schockman, 57, of Sherman Oaks, has been appointed to the California Postsecondary Education Commission. He has served as president of the non-profit public foundation, MAZON: A Jewish Response to Hunger since 2000. Schockman previously served as associate dean and associate professor in the political science department at the University of Southern California from 1990 to 2000. Prior to that, he served as executive director of the Edmund G. “Pat” Brown Institute for Public Affairs from 1988 to 1990. Schockman also served as associate director of the Center for Multiethnic and Transnational Studies at the University of Southern California from 1988 to 2000. This position does not require Senate confirmation and the compensation is $100 per diem. Schockman is a Democrat.

Will Semmes, 37, of Sacramento, has been appointed chief deputy director of real estate and asset management services for the Department of General Services. Since 2004, he has served as director of the California Conservation Corps. Semmes previously served as a director of the California Performance Review in 2004. From 1997 to 2003, he was chief executive officer for Acumins Incorporated. Prior to that, Semmes served in the U.S. Marine Corps from 1992 to 1996, achieving the rank of captain. This position does not require Senate confirmation and the compensation is $122,424. Semmes is a Republican.
