Governor Schwarzenegger Announces Appointments

Governor Arnold Schwarzenegger today announced the following appointments.

Ronald Barnes, 48, of Susanville, has been appointed warden for the California Correctional Center (CCC). He has worked for the California Department of Corrections and Rehabilitation since 1983 and has served as the acting warden for CCC since 2008. Previously, Barnes was the chief deputy warden for CCC from 2006 to 2008, associate warden for High Desert State Prison (HDSP) from 2004 to 2006 and correctional captain for Folsom State Prison (FSP) from 2003 to 2004. From 1999 to 2003, he was the special assistant to the undersecretary for the Youth and Correctional Agency and, from 1993 to 1999, Barnes served as a correctional lieutenant for FSP, CCC, HDSP and Mule Creek State Prison. He was a correctional sergeant for FSP and CCC from 1989 to 1993 and worked as a correctional officer for FSP from 1983 to 1989. This position does not require Senate confirmation and the compensation is $129,108. Barnes is a Republican.

John Bettinger, 66, of Santa Monica, has been reappointed to the Dental Board of California. He has served on the board since 2007. Bettinger has worked in private practice since 1972. From 1970 to 1971, he was a lecturer for the University of California, Los Angeles. Prior to that, Bettinger was a dentist for U.S. Public Health Services. He is a member of the California Dental Association, American Dental Association, Western Los Angeles Dental Society and the Academy of General Dentistry. This position does not require Senate confirmation and the compensation is $100 per diem. Bettinger is a Republican.

Nicole Bell, 40, of Sacramento, has been appointed to the Central Valley Regional Water Quality Control Board. She has served as the alumni and industry relations manager for the California Agricultural Leadership Foundation since 2008 and has owned and served as a consultant for Valley Agricultural Consulting Service since 2005. Additionally, Bell has served as a realtor for Lyon Real Estate and secretary for Lower Consumnes Resource Conservation District since 2005. From 2006 to 2008, she was the manager for the Sacramento-Amador Water Quality Alliance and, from 1994 to 2005, Bell was the executive director for the U.S. Department of Agriculture-Sacramento/Amador County Farm Service Agency and the Imperial County Farm Service Agency from 1993 to 1994. She is the vice president of the Sacramento Farm Bureau Agriculture Education Foundation and serves on the Sacramento County Farm Bureau, California Farm Bureau Federation and Young Farmers and Ranchers State Committee. This position requires Senate confirmation and the compensation is $100 per diem. Bell is a Republican.

Stephen Casagrande, 59, of Sacramento, has been reappointed to the Dental Board of California. He has served on the board since 2006. He has practiced general dentistry since 1974. Casagrande has served in a variety of capacities for the Board of Dental Examiners, including as a member of the Examining Committee and as an expert examiner, case reviewer and in-house dental consultant since 1980. He is the former director of the Sacramento District Dental Society and a member of the American and California Dental Associations. This position does not require Senate confirmation and the compensation is $100 per diem. Casagrande is a Democrat.

Luis Dominicis, 55, of Downey, has been reappointed to the State Dental Board. He has served on the board since 2005. Since 1993, Domincis has owned and operated a private dental practice in Downey. He also founded the Firebaugh Children's Free Dental Clinic, the first free dental clinic for needy children in the southeast region of Los Angeles County. This position does not require Senate confirmation and the compensation is $100 per diem. Dominicis is a Republican.

Rebecca Downing, 49, of Citrus Heights, has been appointed to the Dental Board of California. Since 2005, she has served as the chief compliance officer and chief legal officer for Western Health Advantage. Prior to that, Downing served as general counsel for Landmark Healthcare from 2002 to 2004 and served as the executive director for the California Chiropractic Association from 1995 to 2002. From 1993 to 1995, she was an attorney for Sheppard, Mullin, Richter and Hampton. This position does not require Senate confirmation and the compensation is $100 per diem. Downing is a Democrat.

Robert T. Flesh, 58, of Los Angeles, has been reappointed to the New Motor Vehicle Board. He has served on the board since 1997. Flesh has served as the chairman, president and chief executive officer for the Safety Investment Company since 1989. From 1979 to 1989, he served as senior vice president of retail operations and prior to that was the real estate manager and general counsel for Thrifty Oil Company. Flesh serves as the vice chair of the Sheriff's Youth Foundation of Los Angeles County and is vice president of the Los Angeles Police Reserve Foundation. He also serves on the University of Southern California Leonard Davis School of Gerontology Board of Councilors and is a member of the Ontario Chamber of Commerce. This appointment does not require Senate confirmation and the compensation is $100 per diem. Flesh is a Democrat.

Judith Forsythe, 45, of Riverside, has been appointed to the Dental Board of California. Since 2004, she has served as the director of back office development for Pacific Dental Services. Forsythe was a registered dental assistant for Dental Associates of Riverside from 1995 to 1998   and held the same position for James W. Jacobson D.D.S. from 1983 to 1994.  She has served on the Committee on Dental Auxiliaries since 2006. This position does not require Senate confirmation and the compensation is $100 per diem. Forsythe is a Republican.

James Ghielmetti, 62, of San Francisco, has been appointed to the California Transportation Commission (CTC). He has served on the CTC since 2003. Ghielmetti is the owner and chief executive officer of Signature Properties, a Northern California land development and homebuilding firm. He has also chaired and served on various transportation committees during the past 15 years. This position requires Senate confirmation and the compensation is $100 per diem. Ghielmetti is a Democrat.

James Hartley, 46, of Hanford, has been appointed warden for Avenal State Prison (ASP). He has worked for the California Department of Corrections and Rehabilitation (CDCR) since 1984, and currently serves as acting warden for ASP, a position he's held since 2007. Hartley worked for California State Prison, Corcoran (COR) as the chief deputy warden from 2006 to 2007 and associate warden from 2005 to 2006.  Prior to that, he worked for Wasco State Prison as facility captain from 2002 to 2005, correctional counselor II from 2000 to 2002 and correctional lieutenant from 1994 to 2000. From 1990 to 1994, Hartley was a correctional sergeant for COR and, from 1984 to 1990, he worked as a correctional officer for California Men's Colony. This position does not require Senate confirmation and the compensation is $129,108. Hartley is a Republican.

William Hauck, 68, of Sacramento, has been reappointed to the California State University Board of Trustees. He has served on the board since 2001. Hauck currently serves as president of the Sacramento based California Business Roundtable, a statewide, non-partisan organization composed of chief executive officers of California's leading corporations. He also served as the co-chair of the California Performance Review Commission and serves on the Board of Directors for Blue Shield of California. Hauck is a founder and a member of the Board of Directors of Information for Public Affairs. He previously served as chairman of the California Constitution Revision Commission and deputy chief of staff for Governor Pete Wilson. This position requires Senate confirmation and the salary is $100 per diem. Hauck is a Democrat.

Linda Lang, 50, of Rancho Santa Fe, has been appointed to the California State University Board of Trustees. Since 2005, she has served as chairman and chief executive officer for Jack in the Box and previously held the positions in marketing, operations and finance and served as president from 2003 to 2005. She is a member of the San Diego State University College of Business Advisory Board and is a board member of the San Diego Regional Economic Development Corporation and the Jack in the Box Foundation. She also serves as the director on the WD-40 Company Board. This position requires Senate confirmation and the salary is $100 per diem. Lang is a Republican.

Huong Le, 49, of Danville, has been appointed to the Dental Board of California. She has served as the dental director of Asian Health Services and as the adjunct clinical professor for the University of California, San Francisco School of Dentistry since 2003. From 2002 to 2003, Le was the dental director for Darin Camerena Community Health Center and, from 1989 to 2002, she was a staff dentist and dental director for Del Norte Clinics. Le practiced in a private dental practice from 1987 to 1989. She is a member of the American Dental Association, California Dental Association, Alameda County Dental Society, National Network on Oral Health Access and Western Clinicians Network. This position does not require Senate confirmation and the compensation is $100 per diem. Le is registered decline-to-state.

Suzanne McCormick, 49, of Encinitas, has been reappointed to the Dental Board of California. She has served on the board since 2006. McCormick has been in private practice as an oral and maxillofacial surgeon since 2003. She was previously an oral and maxillofacial surgeon for the Pacific Center for Jaw and Facial Surgery from 2002 to 2003 and was a professor and chairman for the Department of Oral and Maxillofacial Surgery at Loma Linda University from 2000 to 2001. From 1998 to 2000, McCormick owned and operated a private oral and maxillofacial surgery practice in New York City and, from 1991 to 1998, she was an assistant professor for the New York Ear and Eye Infirmary. McCormick is a member of the American Dental Association, American Association of Oral and Maxillofacial Surgery and the American Association of Woman Dentists.  This position does not require Senate confirmation and the compensation is $100 per diem. McCormick is a Republican.

Mary Moppins-Lattimore, 51, of Stockton, has been appointed warden of the Central California Women's Facility (CCWF). She has worked for the California Department of Corrections and Rehabilitation (CDCR) since 1982. She has served as the acting warden for CCWF since 2008 and previously served as the chief deputy warden from 2006 to 2008. From 1987 to 2006, Moppins-Lattimore worked as the facility captain of correctional institutions for Mule Creek State Prison (MCSP) from 2002 to 2006 and was a correctional captain for Sierra Conservation Center (SCC) from 1998 to 2002. She was a correctional lieutenant for Deuel Vocational Institute (DVI) from 1994 to 1998, MCSP from 1993 to 1994 and CCWF in 1993. Moppins-Lattimore was a correctional sergeant for the Richard A. McGee Training Center from 1992 to 1993, MCSP from 1987 to 1992 and SCC from 1987 to 1992. From 1982 to 1987, she was a correctional officer at DVI. This position does not require Senate confirmation and the compensation is $129,108. Moppins-Lattimore is a Republican.

Thomas Olinger, 57, of El Cajon, has been appointed to the Dental Board of California. Since 1979, he has owned and operated his private practice. Olinger has also served as a dental officer in the U.S. Navy Reserve since 1976. He is a member of the California Dental Association, American Dental Association and San Diego County Dental Society. This position does not require Senate confirmation and the compensation is $100 per diem. Olinger is a Republican.

Victoria R. Pearson, 40, of Altadena, has been appointed to the New Motor Vehicle Board. Since 2006, she has worked as the chief operating officer and general counsel for Rusnak Auto Group. Previously, Pearson worked as a private practice real estate attorney from 2000 to 2006 and was the executive director for Washington Ceasefire from 1995 to 1996. She is a member of the California Motor Car Dealers Association, National Automobile Dealers Association and American International Automotive Dealers Association. Pearson earned a Juris Doctorate degree from Gonzaga University, a Masters of Environmental Laws degree from George Washington University and a Bachelor of Arts degree from the University of Southern California. She is a member of the California, Washington and District of Columbia Bar Associations. This position does not require Senate confirmation and the compensation is $100 per diem. Pearson is register decline-to-state.

Sharon Runner, 54, of Lancaster, has been appointed to the Unemployment Insurance Appeals Board. With the state's current economic downturn including nearing historic unemployment levels, the Governor is committed to doing everything in his power to help Californians through this difficult time. In this role, Sharon will help to address the board's current workload and help more Californians get back to work. She most recently served as a member of the Agricultural Labor Relations Board. From 2002 to 2008, she was a California State Assemblymember, where she served as the vice chair of the Appropriations Committee, and also served on the Arts and Entertainment Committee, the Housing Committee and the Veterans Committee. Additionally, Runner owned Runner Group from 1995 to 2008. In 1977, she cofounded Desert Christian Schools, where she worked as a preschool teacher from 1979 to 1980 and an administrator from 1980 to 1995. Runner currently serves on the Desert Christian Schools Board of Directors. This position requires Senate confirmation and the compensation is $128,109. She fills the vacancy created by the resignation of Fred Aguiar effective on April 1, 2009. Runner is a Republican.

Joseph Tavaglione, 84, of Riverside, has been reappointed to the California Transportation Commission (CTC). He has served on the CTC since 2002. Tavaglione is the president of Tavaglione Construction & Development, Inc, a commercial property building, improvement and management firm. He is a board member and past chairman of the Contractor's State License Board. Tavaglione is also a member of the University of California, Riverside Foundation Board of Trustees. This position requires Senate confirmation and the compensation is $100 per diem. Tavaglione is a Republican.

Gael Troughton, 61, of Lodi, has been reappointed to the Rehabilitation Appeals Board. He has served on the board since 2005. Troughton has been a quality assurance technician for Apple since 2002 and has been a freelance photographer and small business owner for Gael H. Troughton Photography since 1995. He worked as a petroleum geologist from 1980 to 1995 and previously served on the Rehabilitation Appeals Board from 1996 to 2001. This position requires Senate confirmation and there is no salary. Troughton is a Republican.

Patricia Tyler, 50, of Napa, has been appointed medical director for Napa State Hospital. She has served as the acting medical director since 2007. Previously, Tyler served as the medical director for a variety of psychiatric and behavioral health facilities including Napa County Health and Human Services Agency from 1998 to 2006. Additionally from 2002 to 2004, she was the mental health director for the Napa County Health and Human Services Agency.  From 1988 to 1998, Tyler worked in private practice specializing in the provision of outpatient therapeutic and psychiatric services. This position does not require Senate confirmation and the compensation is $276,684. Tyler is a Democrat.

Bruce Whitcher, 59, of San Luis Obispo, has been appointed to the Dental Board of California. Since 1987, he has served as a dentist in private practice specializing in oral and maxillofacial surgery. Whitcher is a member of the California Dental Association, California Association of Oral and maxillofacial Surgeons and American Association of Oral and Maxillofacial Surgeons. This position does not require Senate confirmation and the compensation is $100 per diem. Whitcher is a Democrat.
