Governor Schwarzenegger Announces Appointments

Governor Arnold Schwarzenegger today announced the following appointments.

Celia Ayala, 54, of Whittier, has been appointed to the Early Learning Quality Improvement System Advisory Committee. Since 2007, she has served as the chief operating officer of Los Angeles Universal Preschool. Previously, Ayala served as assistant superintendent for the division of children and family services at the Riverside County Office of Education from 2004 to 2007 and was the director of curriculum, instruction and educational technologies (for K through 12) for the Pasadena Unified School District from 2002 to 2004. She served as the principal at James Madison Elementary School from 1997 to 2002 and worked for the Los Angeles County Office of Education, where she served as director from 1988 to 1997 and senior project manager of migrant education from 1980 to 1988. From 1979 to 1980, Ayala was the coordinator of bilingual education, Title VII and acting principal for El Ranchito Elementary School and from 1978 to 1979, she was a curriculum specialist at El Rancho Unified School District. She has an administrative service credential and a secondary teaching credential. Ayala holds a Doctor of Philosophy in education from the University of Southern California, Master of Arts degree in education from California State University, Los Angeles and a Bachelor of Arts degree in Spanish and sociology from the University of Southern California. This position does not require Senate confirmation and there is no salary. Ayala is a Democrat.

Richard Freschi, 71, of Villa Park, has been appointed to the Santa Ana Regional Water Quality Control Board. He served on the Villa Park City Council from 1996 to June 2008 and served as mayor in 1998 and 2005. Previously, Freschi served as vice president of Prudential Securities from 1994 to 1995 and investment executive for Paine Webber from 1989 to 1994. He was president of EPCO from 1983 to 1986 and Plasta-Medic from 1975 to 1983. Freschi is a member of the Serrano Water District Board of Directors, Water Advisory Committee of Orange County and serves as first vice president of the Independent Special Districts of Orange County. Additionally, he is a member of the Rotary Club of Orange, Benevolent Protective Order of the Elks Lodge of Orange, San Francisco Chapter of the American Legion and Leadership Council of St. Joseph Hospital of Orange. This position requires Senate confirmation and the compensation is $100 per diem. Freschi is a Republican.

Herbert Boeckmann II, 78, of Northridge, has been appointed to the Consumer Motor Vehicle Recovery Corporation Board of Directors. Since 1968, he has owned Galpin Motors. He is a member of the Horatio Alger Association of Distinguished Americans, Ford Dealers Association, California New Car Dealers Association, Greater Los Angeles New Car Dealers Association, Economic Alliance of the San Fernando Valley and the Municipal Improvement Corporation of Los Angeles. This position does not require Senate confirmation and there is no salary. Boeckmann is a Republican.

Jeanne Brewer, 50, of Monrovia, has been appointed to the Consumer Motor Vehicle Recovery Corporation Board of Directors. She has worked for Acura of Glendale, formerly Acura of Pasadena, where she has served as president and previously held the positions of general manager since 2003, general manager and partner from 1988 to 2003 and finance manager from 1986 to 1987. From 1987 to 1988, Brewer also worked as a sales training manager at The Guy Martin Organization and, from 1983 to 1986, she was a sales representative for The Guy Martin Oldsmobile/Honda. Brewer is a member of the Glendale Chamber of Commerce, Foothill Workforce Investment Board and the Pasadena Chamber of Commerce. This position does not require Senate confirmation and there is no salary. Brewer is a Republican.

Dennis Vicars, 57, of Sacramento, has been appointed to the Early Learning Quality Improvement System Advisory Committee. Since 2003, he has served as chief executive officer for Human Services Management Corporation, which runs the daily operations of the Professional Association for Childhood Education. Previously, Vicars served as president and executive director for The Phoenix Schools from 1993 to 2003 and was the executive director at Merryhill Country Schools from 1989 to 1993. From 1988 to 1989, he was vice president of operations at Molly Maid and from 1985 to 1988, Vicars was regional vice president for Children’s World Learning Centers. He was a district manager for Arby’s from 1983 to 1985 and was a social studies teacher and assistant athletic director at Peoria Unified School District from 1975 to 1983. Vicars serves as president of the Child Development Policy Institute and is a member of the Professional Association for Childhood Education. Additionally, he is the coordinator of The Children’s Alliance which includes Child Development Policy Institute, Professional Association for Childhood Education, California Child Development Administrators Association and California Association for the Education of Young Children. Vicars earned a Master of Arts degree in education from Arizona State University and a Bachelor of Arts degree in political science from Miami University. This position does not require Senate confirmation and there is no salary. Vicars is a Republican.

Ken Yeager, 56, of San Jose, has been appointed to the California Air Resources Board. He has served on the Santa Clara County Board of Supervisors since December 2006 and previously served on the San Jose City Council from 2001 to 2006. Since 1991, Yeager has been a faculty member of the Department of Political Science at San Jose State University, and from 1987 to 1991, he was a graduate assistant at Stanford University. Yeager served as press secretary for U.S. Congressman Don Edwards from 1982 to 1985 and was a board aide for Santa Clara County Supervisor Susie Wilson from 1980 to 1982. He is a member of the Bay Area Air Quality Management District, Association of Bay Area Governments, California State Association of Counties Climate Change Taskforce, Santa Clara County Health Authority, Valley Transportation Authority and Metropolitan Transportation Commission. Yeager earned Doctor of Philosophy and Master of Arts degrees in education from Stanford University and a Bachelor of Arts degree in political science from San Jose State University. This position requires Senate confirmation, and there is no salary. Yeager is a Democrat.
