Hi, this is Finance Director Mike Genest, filling in for Governor Arnold Schwarzenegger with another California Report.
California's budget is now almost a month late.
You're probably saying, "So what?"
But this year the delay really matters. It's costing you hundreds of millions of dollars.
The state has already lost nearly $160 million in potential savings that could have been achieved if we'd had a budget by July 1st.
If the gridlock is not broken soon, we are going to miss the chance to get another $320 million of savings in the month of August.
We also face very serious cash flow problems.
Even in good years, the state borrows money to bridge the gaps in our cash flow.
But without a balanced budget in place, the cost of that short-term borrowing goes up considerably.
In fact, if we don't get a budget soon, we will waste an extra half a billion dollars of taxpayers' hard-earned money just because the Legislature has failed to pass a budget.
The late budget also threatens the state's credit rating. Much more delay and we could be downgraded, costing taxpayers another several hundred million dollars in interest payments over time.
As you can see, the longer we wait, the deeper the hole gets and the more it costs every Californian.
With every day of inaction and stalemate, the choices do not get easier. They get harder.
That is why the Legislature needs to send the Governor a budget right now that is balanced and that he can sign.
And as the Governor said this week, he will not sign a budget without substantive and long-term budget reform.
The people are sick and tired of the perpetual deficits, the perpetual gridlock and the perpetual calls to raise taxes.
This needs to end, once and for all.
The best way to do that is a Constitutional Amendment for a mandatory Rainy Day Fund, as the Governor has proposed.
By fixing our broken budget system, we can assure the people they will never have to go through a crisis like this again.

La gente están hartos de déficits perpetuos / la continuación de un punto muerto y las llamadas perpetuas para aumentar impuestos.
Esto debe de acabar, de una vez por todas.
La mejor manera en hacer eso es a través de una Enmienda Constitucional que obligaría un Fondo de Reserva como lo ha propuesto el Gobernador.
En mejorar nuestro deteriorado sistema presupuestario, podemos asegurar a la gente de que nunca tengan que experimentar una crisis como esta otra vez.
