California Gov. Arnold Schwarzenegger and José Natividad González Parás, Governor of the Mexican State of Nuevo Leon, signed a Memorandum of Understanding to strengthen the cordial ties established between the two states in order to stimulate dialogue, increase academic cooperation, foster economic relationships and expand intergovernmental communication.
