We're in Stockton today to announce a very exciting program in the housing market in California. This program, done under the leadership of Governor Schwarzenegger, will serve over 1,000 first-time home buyers by giving them access to below market rate loans and properties that have been given special reduced prices. We're excited about having people not only become home buyers, but homeowners.

We were just thrilled with the visit of Governor Schwarzenegger to the Olympic Training Center in Chula Vista. The Olympics has three U.S. training centers, one of which is in California and part of what we've done at the Center is to create a partnership with schoolchildren, community, and the Olympic athletes. Being able to emphasize the Governor's interest in fitness and in vitality really pulled it all together for us.

We're completely honored to have the President and the Governor here today to get a briefing on the fires that have occurred in California over the last four weeks. After the briefing we're going to overfly some of the fires in the Redding area, also the National Guard base where we have the helicopters that have been fighting the fires in this area, and take a look at the Martin Mars on Shasta Lake.

I'd like to thank the Governor for signing this bill today. SB 15721 will entitle another 1,300 veterans in California each year the opportunity to own their own home. I think we need to pass this bill on to the public and have them pass it, so that our veterans will have that opportunity to get the American Dream, their own home.

We here at NASA Ames Center are really proud to have hosted the Governor today. We are able to study climate change, and other critical long-term problems facing us, but over the last few years we've worked with the State and with the Forestry Service and others to be able to modify this unmanned aircraft so that it can see through the smoke and help the firefighters be more effective to save lives and save land.

It was so great to announce today that Governor Schwarzenegger and Secretary Belshé and the California Department of Health have joined with every major film studio along with the Entertainment Industry Foundation to place anti-smoking DVDs from this state on youth-rated videos. It will grow over the years to really save lives and to encourage children to not start smoking and to help those who do to quit.

Today we had the largest awards under Proposition 1C, which is the housing portion of the Governor's Infrastructure Bond Package. So it's fitting that we're today at the Railyards, which will use their money to put in underground utilities, roads and parkland to assist them in redeveloping this crucial site for the history of Sacramento.

I was here today with Governor Schwarzenegger and Senator Perata as the Governor signed SB 1137. This bill is going to be very helpful to a number of people that are facing foreclosure. It requires lenders to talk to borrowers, to consider alternative options before facing foreclosure, and will ensure renters are given more time to vacate properties. It's going to be very good for our communities and for California.

One of the reasons why FEMA is here is to help develop the partnership with fighting these types of fires. So far we've provided over $50 million to bring in extra firefighters, air tankers, fire trucks, and set up base camps. All the things the state needs help financing we're able to do, so the local communities don't have to worry about that. It is a team effort and the leadership of Governor Schwarzenegger has been phenomenal.

The California National Guard has about 442 people that are on status to help and support the fire, and to do whatever we need to do to put these fires out. We're taking an additional 200 soldiers from what they were trained for and we are now going to train them to fight these California Wildfires. We're involved in things statewide and we strive to always do our best, whether it's for California or the nation.

One year ago, a horrible fire ripped through the Angora community and devastated the lives of many who lived here. A new way of dealing with the aftermath of these wildfires was developed and the Angora protocols are helping other agencies throughout the state provide better recovery assistance.

We are so grateful for Governor Schwarzenegger coming to Florida to help us with the Climate Change Summit. Today, at the final meeting of the California Transportation Commission for the 2007-2008 fiscal year, the commission allocated $144 million in Prop 1B funds, bringing to a total of $4 billion the amount of Proposition 1B money that has been approved for spending by the State Transportation Commission. That is money that is out the door, it's money that is on the street ready to do project work.

Today the Governor toured the Gallery and Basin fire areas from the air to get a good picture of what the firefighters were dealing with. There are approximately 380 to 400 firefighters assigned to the incident from fire and law enforcement. The Governor has pledged his support to assist firefighters in working to bring additional resources in from out of state, not only for this incident but for all incidents in California.

Governor Schwarzenegger joined us today near Vacaville to get briefed on both the Wild Fire and the fires around the state that were caused by lightning on Saturday. There are over 700 fires currently burning in California and we have resources spread all over the state, from the Monterey County line to the Oregon border.

California is the home of biotechnology, it is the birthplace of biotechnology and, as Governor Schwarzenegger says, it is going to be the future of biotechnology. Over half the venture capital in the United States is coming to biotech in California; and we have over 70 countries, over 20,000 people who are here creating a workforce for biotechnology.

We're here today to introduce two new pieces of legislation that will impact all motorists in California. Starting July 1 it will be illegal to operate a cellular telephone in your motor vehicle unless it's in the hands-free mode. Also on July 1 it will be illegal for all children under the age of 18 to operate a cellular telephone at all. We're here to promote safety and that's what these laws are all about, trying to make California as safe as we possibly can.

Tulare County is very honored to be one of 17 counties receiving some grant funding today, and in particular, grateful to the Governor for coming here to make that announcement. This grant funding will be helpful not only to the 17 counties that are recipients, but basically to the State of California so that we can stand ready, and we can protect our citizens.

The Governor today took a fairly unprecedented and very important action of issuing an Executive Order on drought conditions. It directs us to look at things like water transfers and putting some financial resources behind projects and initiatives to increase water conservation at the local level. These are things the Governor has been talking about for two years, and we absolutely need to move forward with them.

The Governor's commitment to the safety of all Californians has just been phenomenal in his efforts to help us secure the funding necessary to help start implementing some of the recommendations from the Blue Ribbon task force. Governor Schwarzenegger announced about $463 million that is being allocated throughout all of the different schools in California, of which $6 million will go to the Vaughn Charter School to create seven classrooms for about 187 new students. The Governor was here a few years ago and he said, "If you do well, if you do good, I will be back." And he was back today. It was a very exciting day for Pacoima.

I am so proud of what my wife has done when I think it took her 10 years to get 400 playgrounds built for children. But it was worth it and I'm proud of her, and I think the children of Los Angeles are very pleased today.

Today Governor Schwarzenegger and Governor Gibbons of Nevada signed an emergency declaration which will allow a number of things to happen at the lake Tahoe Basin. The reason for it is because the lake, the entire basin, is really under major threat of catastrophic fire.

I'm most proud of the progress that the Blue Ribbon Commission has made and the recommendations that they've brought forward. And certainly the governors have taken the steps to ensure that not only do we have a safe forest, but again that the communities are safe; a health forest is a safe community.

Governor Schwarzenegger today came in for a briefing for the Summit Fire. The Governor issued an executive order on May 9th that assisted us greatly in enabling us to staff up a little bit early so that we can address the fire situations this year. We've brought on some air tankers early, staffed a lot of engines early this year, and it's paying off in this particular incident.

We're very excited about the release of the Governor's California Nurse Education Initiative Second Year Report. We will be graduating over 10,000 R.N.s this year in California. When the Governor took office in 2003 we were graduating 6,000 R.N.s a year, so you can see how far we've come. We thank the Governor for his continuing emphasis on nursing education in California.

We've got a very important project coming up in the Sacramento area that's going to provide for improvements to Interstate 5 in the central part of the city of Sacramento. Governor Schwarzenegger, in recognition of that, has today signed an executive order which will encourage all state agencies under the Governor's administration to provide an alternative means of transportation, such as telecommuting, alternative working times -- which we call 'flex time' in the business -- and the use of transit by state employees.

Training, preventive recovery periods, and providing shade are all very important. Later today the Governor will send to the Legislature what is called his May Revision. At his press conference the Governor will be talking about how we close the budget gap and about budget reform. He will not only be talking about how he's going to deal with next year's budget problem, but talking about budget reform as being an integral part of solving this year's budget problem.

Foreign trade, global trade, is very important to our economy. This year our exports are already up 18 percent. There are about $200 billion a year that come into our country from foreign investors, so we need to continue to send out the message that we welcome foreign investors.

CAL FIRE joined Governor Schwarzenegger this morning to sign an executive order that supports the 2008 fire season. In addition to that, and a real key component of this year's executive order, is the support for the prevention and education component. We will be actively enforcing 100-foot clearance around homes in the state responsibility area to protect homes.

Thanks to a partnership of public and non-profit organizations, a precious jewel of California's coast is being restored to its natural habitat. This week, a major clean-up project on Santa Cruz Island is being completed, accelerating an ambitious restoration project led by The Nature Conservancy and supported by the National Park Service and the California Integrated Waste Management Board.

Today is an historic day for the global fight against climate change. On Earth Day, in one of the fastest growing economies in the world, I had the honor to sign a climate agreement with the United Nations Develoment Programme. As part of the UNDP's ongoing work with the Chinese government, California has been asked to provide a climate program model to Chinese provincial governments.

On this eve of Earth Day, I'm honored to be here in China to support its efforts to address climate change. Today we toured a clean development mechanism (CDM) project in Tangshan, north of Beijing. The CDM is an arrangement under the Kyoto Protocol allowing industrialized countries with a greenhouse gas reduction commitment to invest in projects that reduce emissions in developing countries.

California is currently in the process of drafting the regulations for our low carbon fuel standard. I was greatly encouraged by today's discussion of low carbon policies that are being considered here in China. As one of the world's largest fuel users, expected to surpass the U.S. by 2010, it's imperative that the global community take aggressive action to generate new, cleaner transportation fuels - reducing our dependence on oil, diversifying our fuel options and creating a new market for low carbon fuels.

I'm thrilled to co-host the 2nd Annual Low Carbon Fuels Conference to discuss the development of a low carbon fuels standard here in China - fashioned after Governor Schwarzenegger's low carbon fuel standard. Today we met with two of China's non-government organizations: The Regulatory Assistance Project and The Energy Foundation. Crime Victims' Rights Week is an opportunity for crime victims, family members, survivors and local state service providers to stand united throughout California and across the nation. The Governor and his administration are strong supporters of victims' rights and public safety remains one of his highest priorities. California has long been a leading supporter of crime victims' rights, and we started the nation's first victim assistance program and established the first domestic violence shelter.

The Civilian Conservation Corps built most of the nation's state parks, including more than 20 in California. If you've hiked on Mt. Diablo or camped at Pfeiffer Big Sur you've seen the CCC's handiwork. The Civilian Conservation Corps embodied service to our country during the toughest of times. This year is the 75th anniversary of the Civilian Conservation Corps and highlights its work in developing California state parks.

This is another celebration, another milestone in a Seismic Retrofit Program throughout the Bay Area. The Governor brought together the Metropolitan Transportation Commission, the California Transportation Commission, Caltrans and Will Kempton -- all those components worked very, very well to bring this part of the project in under budget and seven months early.

Everybody knows that the Governor is this state's action hero when it comes to infrastructure; and today the Governor announced that the California Transportation Commission has approved an additional $300 million for transportation infrastructure improvements across the state. This is money that will go towards stimulating the state's economy.

I was proud to sign legislation last year, preventing California's pension funds from investing in companies with active businesses in two of the world's most offensive regimes. AB 1967 instead addresses investment into a relatively small class of investment vehicles. It does not send the same powerful signal to the world, would do little to address human rights and would impose a costly burden on California.

Today's event was very, very important to the city of Modesto and the surrounding areas - I think one of the things that it's done is give the people a chance to really talk to the Governor and get his real true feelings about what's going on with the State Budget. We need more Californians volunteering, not fewer. And what Senator Ashburn and the Governor believe is that we cannot allow this prevailing wages exemption for volunteers to sunset. Anything that prevents volunteerism from occurring is not good for the State of California. We have to remove these barriers so that volunteers can continue making a difference.

We're here today to dedicate and launch a new initiative to put 2 megawatts of solar cell power on an unused roof in San Bernardino County as part of the Governor's leadership on environmental initiatives. A growing number of auto manufacturers recommend we change our motor oil every 5,000 miles or more. A California Integrated Waste Management Board study found that nearly 75 percent of drivers change their oil more frequently than their manufacturer recommends. I think the Governor's proposed budget reform is necessary to take us away from the see-saw, roller coaster budgeting process that we've been seeing here in the last few years. It has a negative impact on not only the state, but county and local government; and particularly from a public safety aspect, we cannot do our job with that type of budgeting.

The Fresno COG welcomed the Governor today in hosting his first stop in addressing the budget reform. We feel that a lot of issues have been addressed today, it sheds a brighter light on budget reform as it relates to the state as a whole. And of course the 10 percent has been addressed by the Governor in trying to bring this budget reform back, and to where the budget will be in a position where it's always in a neutral, versus in the red.

According to U.S. News & World report, California is home to 23 of the top 100 high schools in the country. Unfortunately, many of our school districts with high poverty and high English-language-learner populations struggle to provide the quality education necessary for future achievement. It is the needs of these districts that led Governor Schwarzenegger, Superintendent of Public Instruction Jack O'Connell and I to announce a policy of immediate intervention and assistance for those struggling districts.

Today the Governor convened a meeting of representatives of different regions of the state so we could hear their infrastructure needs, and hear suggestions about the way that they can get those infrastructure needs financed. Not just with state obligation bonds, but federal financing, local financing, and more private financing.

The "I Built It" campaign it an attempt to reach out to find 200,000 apprentices over the next 10 years to help build 42 billion dollars worth of infrastructure. For every billion dollars of bonds, we will create 18,000 new jobs to build schools, levees, bridges, and roads. It's very important that we have the skilled workforce that's necessary to help us build and rebuild California, for their communities and for California's economy.

Today was the launching of the ibuiltit.org campaign, which is a statewide effort to recruit apprentices. We need 200,000 new apprentices within the next 10 years, and this earn-while-you-learn program which is being featured today is instrumental in getting this work done.

We're here at the location where BART goes from an aerial system into the tube to under the bay connecting the East Bay to San Francisco. The Governor today announced among a number of projects, $24 million that will go towards the seismic retrofit of this tube. This is just an example of many seismic retrofit projects that are among the projects included in the $42 billion plus bond measures that were passed by the voters under the Governor's leadership in 2006. These are all valuable expenditures that need to happen to keep California competitive.

This is the second graduating class of the Carpenters Apprenticeship Program at CIW, where we train female inmates to be carpenters. We all know that if you come out of prison with $200 and a bus ticket it's tough to be successful. These inmates are coming out with a $20 an hour job, a linkage to the community, a chance to get real jobs with benefits, deal with all their issues, and then they will have a chance.

LifeSmarts is a consumer challenge competition for high school students across the nation. And this year in Sacramento, the finals took place against the backdrop of what Governor Arnold Schwarzenegger has proclaimed as "California Consumer Protection Week," March 2- March 8, 2008, which highlights the importance of consumer protection, and this year focuses on financial literacy, a key component of the LifeSmarts curriculum.

The Governor knows that this issue could mean $200 or $4,000 for a family, $800 to a student, it is a big deal. We have a lot of hard working people out here that do not apply for that earned income tax credit, or child tax credit that's out there because they simply don't know. And what the Governor and the First Lady have done, they've addressed that problem of awareness with this WE Connect campaign and it's huge for people.

The gang problem in California has become statewide, and part of the Governor's initiative is to bring additional resources that engage in job training, especially for youth who are in gangs or at risk of joining gangs. So today, after having received more than 46 applications from cities, we're announcing the release of $9.5 million to deal with gang violence, and more than $7.3 million to deal with training youth who are in gangs or at risk of joining gangs.

Today Governor Schwarzenegger announced $10.5 million worth of workforce investment and employment training panel funds to go out to help the California economy rebound from the housing slump. This is a very important project because it is a public-private partnership aimed at getting to people's skills that they currently have, and move them to other industry sectors within construction.

We all know the economy has been slowing down, and the Governor reassured people today at the Town Hall Los Angeles discussion that we have a diversified and strong economy, and we'll come back from this period of slowdown. The Governor talked about three things we need to do to fix our budget problem. California needs to make current year cuts, bring next year's budget into balance, and then fix the broken budget system to avoid future cuts.

California is praised for enacting requirements for motorcyclists to wear helmets, for tougher drunk driving laws, strengthening seatbelt and child safety seat laws and increased restrictions on teen drivers. This summer two new laws go on the books in California restricting use of hand-held cell phones by drivers and banning drivers under the age of 18 from using cell phones and pagers while driving.

Today we are at a project that is going to break ground in a couple of days. It will create over 5,000 jobs and is part of the money coming out of Proposition 1C. This is in conjunction with the announcement that we are the recipients of a 5.6 million dollar National Emergency Grant grant to help move people affected by the subprime mortgage crisis into growing industry sectors.

Today Governor Schwarzenegger is announcing that we're going to be making a 40 million dollar investment in additional port security measures here in California; this is coming from the important 1B Proposition bond funds that the state and the voters approved last fall. So this is a significant investment in not only our ports, but the economy of California.

California is getting a big increase in some homeland security funding, just another indication the Governor's leadership and our efforts in his Office of Homeland Security are paying off. Cooperation, collaboration, and forward thinking in California's Homeland Security policies have helped to ensure more funding from Washington.

The Governor is here at Invitrogen, who made a 3 billion dollar commitment to research that will help solve some debilitating diseases. And today was very exciting, because it gave us a chance to highlight and focus on an industry that's very important to California: creating high-wage high-skilled jobs, which is important to our economy, and reduce death rates in the future.

Today we are particularly delighted to have the Governor visit one of the 1C housing projects. This is one of the many wonderful projects throughout the state that's receiving funds from Proposition 1C. This project in particular is very special because it's housing for very low income seniors, and not only does it provide them safe and affordable housing, but it provides them with health services, recreation services, and it's near transit and hospitals.

The Governor announced today the first grants out of Prop 1E to start improving the levees. Northern California is getting over $200 million out the door to start protecting people and creating jobs so that in the future we have safer levees, and we're also doing something about the economy.

Home ownership has long been a central piece of the American dream, and enactment of the stimulus package announced by President Bush and the House of Representatives will put that dream within reach of more Californians. The stimulus package directly addresses the sub-prime mortgage crisis, which has led to record foreclosures and a slowdown in the economy here in California and throughout the nation.

Today the Governor is in Los Angeles visiting Solar Integrated Technologies. Billions of dollars are flowing into the clean tech sector as investors see tremendous potential as products, responding to demand around the world for clean tech's products rises. These industries create great jobs for Californians and they're part of a great export-driven potential for California's economy.

Today the Governor is joining President Bush in visiting one of California's thriving enterprises, Robinson Helicopter, which exports its products all around the world. Trade today is one of California's great drivers of growth for our economy, which is particularly important in a world where we have slowing growth in our housing sector because of declining liquidity for home purchasers and refinancers.

Today, the Governor is announcing two steps to offset the growing slow-down in the U.S. economy. The first step is to speed up the process by which infrastructure bonds are expended into the economy and the second step is to request that Congress raise limits for government loan programs.
