Today being tax day it was more important than ever for the Governor to come and talk about the budget crisis. He understands the importance of budget reform. We cannot let this continue without having somebody steering the ship. So by putting budget control in place we'll be able to control our destiny, and we appreciate the Governor's efforts on this.

We're very excited that the Governor is able to take time out of his very busy schedule to visit with us today and have a conversation about some of the implications of the budget situation. This is a governor that I believe really comes to the table looking for compromise, looking for reasonable, good sense solutions and we are here to back him in any way that we can.

I was proud to sign legislation last year, preventing California's pension funds from investing in companies with active businesses in two of the world's most offensive regimes. AB 1967 instead addresses investment into a relatively small class of investment vehicles. It does not send the same powerful signal to the world, would do little to address human rights and would impose a costly burden on California.

Today's event was very, very important to the city of Modesto and the surrounding areas - I think one of the things that it's done is give the people a chance to really talk to the Governor and get his real true feelings about what's going on with the State Budget. This really meant a lot, for the Governor to come to Stanislaus County and the city of Modesto.

I think the Governor's proposed budget reform is necessary to take us away from the see-saw, roller coaster budgeting process that we've been seeing here in the last few years. It has a negative impact on not only the state, but county and local government; and particularly from a public safety aspect, we cannot do our job with that type of budgeting.

This is the Governor's third visit to Bakersfield, and we are pleased that he chose this city to roll out his budget reform plan. We're feeling positive that he's going out within the community and explaining his plan, as people saw in our room here today, he is very aggressive and positive and we're hopeful that his plans will be accomplished.

This is really exciting to have the Governor come to Anaheim today and have him address the business and community leaders on a very important issue of budget reform. The Governor has really been able to focus the attention on how important is it to make sure that we prepare ourselves in good times for what may occur in these tough economic times, and I think that was an important message that he presented today.

We are very pleased that Governor Schwarzenegger could come to Pleasant Hill today to talk with a lot of our business leaders and elected officials about this important issue of budget reform. We know that the budget deficits really have a huge impact on our communities and on our vulnerable populations. It was appreciated that he has some concrete suggestions on how we might go about solving our problems; and I think we certainly hope that we can move forward with his suggestions.

The Fresno COG welcomed the Governor today in hosting his first stop in addressing the budget reform. We feel that a lot of issues have been addressed today, it sheds a brighter light on budget reform as it relates to the state as a whole. And of course the 10 percent has been addressed by the Governor in trying to bring this budget reform back, and to where the budget will be in a position where it's always in a neutral, versus in the red.

The "I Built It" campaign it an attempt to reach out to find 200,000 apprentices over the next 10 years to help build 42 billion dollars worth of infrastructure. For every billion dollars of bonds, we will create 18,000 new jobs to build schools, levees, bridges, and roads. It's very important that we have the skilled workforce that's necessary to help us build and rebuild California, for their communities and for California's economy.

We're here at the location where BART goes from an aerial system into the tube to under the bay connecting the East Bay to San Francisco. The Governor today announced among a number of projects, $24 million that will go towards the seismic retrofit of this tube. This is just an example of many seismic retrofit projects that are among the projects included in the $42 billion plus bond measures that were passed by the voters under the Governor's leadership in 2006. These are all valuable expenditures that need to happen to keep California competitive.

LifeSmarts is a consumer challenge competition for high school students across the nation. And this year in Sacramento, the finals took place against the backdrop of what Governor Arnold Schwarzenegger has proclaimed as "California Consumer Protection Week," March 2- March 8, 2008, which highlights the importance of consumer protection, and this year focuses on financial literacy, a key component of the LifeSmarts curriculum.

The Governor knows that this issue could mean $200 or $4,000 for a family, $800 to a student, it is a big deal. We have a lot of hard working people out here that do not apply for that earned income tax credit, or child tax credit that's out there because they simply don't know. And what the Governor and the First Lady have done, they've addressed that problem of awareness with this WE Connect campaign and it's huge for people.

Today Governor Schwarzenegger announced $10.5 million worth of workforce investment and employment training panel funds to go out to help the California economy rebound from the housing slump. This is a very important project because it is a public-private partnership aimed at getting to people's skills that they currently have, and move them to other industry sectors within construction.

We all know the economy has been slowing down, and the Governor reassured people today at the Town Hall Los Angeles discussion that we have a diversified and strong economy, and we'll come back from this period of slowdown. The Governor talked about three things we need to do to fix our budget problem. California needs to make current year cuts, bring next year's budget into balance, and then fix the broken budget system to avoid future cuts.

Today we are at a project that is going to break ground in a couple of days. It will create over 5,000 jobs and is part of the money coming out of Proposition 1C. This is in conjunction with the announcement that we are the recipients of a 5.6 million dollar National Emergency Grant grant to help move people affected by the subprime mortgage crisis into growing industry sectors.

We're delighted that the Governor came here today and presented us with a $500,000 grant to serve recently separated veterans. This kind of funding is critical, because these funds will allow us to connect veterans to high-wage, high-growth jobs.

The Governor is here at Invitrogen, who made a 3 billion dollar commitment to research that will help solve some debilitating diseases. And today was very exciting, because it gave us a chance to highlight and focus on an industry that's very important to California: creating high-wage high-skilled jobs, which is important to our economy, and reduce death rates in the future.

Today we are particularly delighted to have the Governor visit one of the 1C housing projects. This is one of the many wonderful projects throughout the state that's receiving funds from Proposition 1C. This project in particular is very special because it's housing for very low income seniors, and not only does it provide them safe and affordable housing, but it provides them with health services, recreation services, and it's near transit and hospitals.

Home ownership has long been a central piece of the American dream, and enactment of the stimulus package announced by President Bush and the House of Representatives will put that dream within reach of more Californians. The stimulus package directly addresses the sub-prime mortgage crisis, which has led to record foreclosures and a slowdown in the economy here in California and throughout the nation.

Today the Governor is in Los Angeles visiting Solar Integrated Technologies. Billions of dollars are flowing into the clean tech sector as investors see tremendous potential as products, responding to demand around the world for clean tech's products rises. These industries create great jobs for Californians and they're part of a great export-driven potential for California's economy.

Today the Governor is joining President Bush in visiting one of California's thriving enterprises, Robinson Helicopter, which exports its products all around the world. Trade today is one of California's great drivers of growth for our economy, which is particularly important in a world where we have slowing growth in our housing sector because of declining liquidity for home purchasers and refinancers.

We were very pleased to have the Governor address the Bay Area Council Economic Institute today on the budget and the fiscal situation of California. The point that he made, I think is shared broadly with the business community and with the broad leadership of the Bay Area and California, which is that it's time to get the budget in order, both short and long term.

We're so excited to have the Governor here today in Salinas, and his message is right on. I think budget cuts of ten percent across the board is going to work for us, and that way we get rid of the gridlock and the bipartisan back and forth. But more importantly, I like the idea of what he called a rainy day fund, for the days when our revenues don't match our spending.

Governor Schwarzenegger is committed to providing valuable information and resources to homeowners so they can make good choices for their families. Homeowners can get help from public and private sector experts; and practical, real-world help will be offered in a series of workshops aimed at helping homeowners keep their homes. All they have to do is show up with their loan documents and other relevant financial documents.

It's great having the Governor explain to us firsthand the reasons behind his budget proposals, and in particular the budget reform, which I think in the long run is the most important aspect of what we're doing here. We have to make some cuts now so that we can live within our means and we need reform so we don't get into this situation again.

It was great having the Governor here with us today to talk to us about the budget. There are hundreds of billions of dollars of private capital available throughout the world that we can attract to solve our infrastructure problems in this state, but we have to have programs like the Governor is recommending such as performance based infrastructure.

When the Governor announces his budget you'll see, it's going to have some very tough decisions in it, and we'll be having to cut spending back below where the spending formulas require that it be. And that's hard to do, but it's a necessity. But the other thing the Governor wants to do is to make sure that we don't repeat the mistakes of the past, so he's proposing a constitutional amendment; we're calling it the Budget Stabilization Act.

The Governor has proposed a new tool to add to our toolbox for building infrastructure in California, and for maintaining and operating an infrastructure and even financing it. That tool is known as performance-based infrastructure. It's been used around the world for up to a half a trillion dollars worth of infrastructure for over 1,000 projects in countries around the world, and even in the United States.

Governor Schwarzenegger has repeatedly demonstrated his commitment to reforming the state's broken budget process. He tried with Proposition 76 in 2005 and I tried as Governor in 1992 by pressing for passage of Proposition 165. But it's not fixed and it continues to be absolutely vital that reform be achieved.

California once again faces a tough budget year. Our economy is still strong, but because of the housing slump, revenues are not growing as fast as we predicted. We have automatic spending formulas that kick in and require us to expand programs and spend more money, even when revenues don’t keep pace.

California faces a significant need for new engineers to keep the state's economy vibrant and to fulfill the goals envisioned by voters who approved $42 billion in bonds to build new schools, parks, roads, levees and housing. On September 12, 2006 the Governor signed the first minimum wage increase ever to be signed by a governor. 1.4 million of the state's lowest paid workers will get a minimum wage increase on January 1, 2008, which will show the importance of the labor that they provide to their companies, to the state, to the state's economy -- and it's going to pump about 2.5 billion dollars into the economy of California. One of the great things that happened today is that small businesses who are certified with the County are now automatically certified with the State. This expands the pool of businesses who can do business with the State of California and with these other agencies as well, and that, of course, helps stimulate our economy.

Last year, the Governor took action and set an ambitious goal for State government to do at least 25 percent of its purchasing and contracting with small businesses and at least 3% with Disabled Veterans Business Enterprises (DVBE). Why is that so important? It is time to make sure that our State's money is going to those 98% of all businesses that are driving our California economy.

California's Employment Training Panel is helping in the fight against climate change by awarding job training funds to environmentally friendly businesses. It is funded by a tax paid by CA employers, and helps businesses and workers maintain competitive edge by partially offsetting the costs of job training. Since 1983, the panel has awarded over $1 billion to train over 665,000 workers.
