A garden teaches a child about the delicate balance of nature through a hands-on relationship with other living organisms. As urban society struggles with so many social ills, hope can be found in our own backyard. It is without irony that the lessons to be learned in a garden can provide us with a better understanding of what it takes to create a paradise.

We are lucky to have a Governor who gets Tourism and supports our efforts to keep this industry strong, and I urge legislators at the state and local level to do the same. Travel and tourism expenditures total $97.6 billion annually in California, supporting jobs for 924,000 Californians and generating $5.8 billion in state and local tax revenues.

Today the U.S. Environmental Protection Agency granted millions of dollars to California for Brownfields cleanup and remediation. Under Governor Schwarzenegger’s direction, the Department of Toxic Substances Control has removed harmful toxic chemicals from land and water while returning abandoned properties into productive.

As California's unemployment rate continues to rise, not only are people left without jobs, they are also often left without health coverage. Governor Schwarzenegger recently signed legislation that would provide some Californians with additional time to sign up for Cal-COBRA; allowing more to benefit from the federal premium reduction.

Our revised budget hinges in part on the outcome of the May 19 special election, and the Department of Finance has been updating our revenue estimates and taking into account new costs, like caseload increases in health and welfare programs that always hit our budget during down economic times. This is the reality of where we are with our state budget.

The Governor made mention this morning about the fact that we have already had delivered to us portions of the federal stockpile of TAMIFLU and we have already delivered those to counties that have already had some cases of flu in them. We are continuing our efforts at aggressive surveillance. We want to reiterate the importance to individuals of personal hygiene, hand washing, or course covering their nose and mouth when coughing or sneezing, and stay home if you're sick.
