It is extremely exciting because it will go toward $1,000 scholarships for community college students to go on into community college. According to U.S. News & World report, California is home to 23 of the top 100 high schools in the country. Unfortunately, many of our school districts with high poverty and high English-language-learner populations struggle to provide the quality education necessary for future achievement. It is the needs of these districts that led Governor Schwarzenegger, Superintendent of Public Instruction Jack O'Connell and I to announce a policy of immediate intervention and assistance for those struggling districts. The Governor is proposing several things to improve education in California. One is expanding teacher certification, and alternative teacher certification, so that we can have more quality teachers, in that classroom. Another is the launch of the School Finder website. It will compare schools side-by-side and it will enable parents to make a choice. This is a good example of a strong public and private partnership. In 2006, Governor Schwarzenegger supported and California voters approved Proposition 1D, making $100 million available for adding green elements to new school building plans. About 25 schools that meet the comprehensive green building standards of the Collaborative for High Performance Schools have been built in California. More than 100 are in design or construction phases now. What the bill does is it allocates $18 million dollars not just now, but also promises it in the future, every single year, for charter school facilities, for kids that are in high poverty neighborhoods.
