This issue of universal health care is an issue that the State of California must address, and thank God we've got a governor with the courage to address it and stick with it during good times and deeply political times. The fact that this must be done is something that's not lost on him.

Over a year ago the Governor came down to San Diego to talk about his efforts to reform health care in California. And it's been a long year, it's been a tough political process, but I think we have finally today a bill that will provide cost containment for employees, will provide a way for employers to have incentives for employees to use preventative health programs.

With the Governor coming out and saying that this was the year of major comprehensive health reform, it has been one of the most profound issues that we could work on as a coalition. We thank the Governor for that. We've all worked tirelessly on health care reform. We represent 16 million people in this state, who suffer from chronic pain, from mild to severe. Under this proposal, these people will have coverage despite their pre-existing conditions.

Health Care Reform is the number one issue for AARP, not just for our own members, but for all Californians who need Health Care Reform. They are in pain, and they need reform now. We believe the Governor has been instrumental and very courageous to push that debate and push that agenda forward. We now need the Legislature and the Assembly to deal with Health Care Reform, get it out of the Assembly and get it into the Senate.

I'm absolutely thrilled about the situation on healthcare. The Governor's vision on this, the Speaker's effort has come together and we're looking at universal health care package that the state of California has been trying to put together for more than fifty years. Everybody is covered, everybody gets access to medical care, quality medical care. And everyone has to participate in this system.

The Governor's leadership to reform health care in California is unprecedented. And most importantly, I think, is his willingness to ask the tough questions and his idea of shared responsibility -- individuals have a role in this, the businesses, the hospitals, the physicians, the health plans, and government, coming together to solve what can seem as an insurmountable problem.

The Latino Coalition for a Healthy California supports the Governor's health care reform efforts. As some of you know, there are over 6 million uninsured Californians in this state, and the Governor's plan addresses the issues of people that are working but are poor, or unfortunately do not have enough money in order to pay for health insurance on their own.

Flu season is soon approaching, and it’s time to schedule vaccinations for you and your family members. Every year, more than 225,000 people are hospitalized and more than 35,000 die in the US due to influenza and its complications. Children younger than 9 years of age getting a flu vaccine for the first time will need two doses of vaccine. Healthy individuals ages 2 to 49 can now receive the nasal-spray flu vaccine, also known as Flumist.

The issue that I think is facing California that is a crisis is the number of uninsured is increasing. We see every day here at UCLA patients that come to the emergency room for primary care, and sometimes admitted to the hospital for care that could have been prevented if they had affordable health insurance. Gov Schwarzenegger directed the Department of Finance to issue a General Fund loan of up to $150 million to the CA Institute of Regenerative Medicine. The loan represents more than three times the amount of money the federal government spends each year on embryonic stem cell research.
